I am running for the Maryland House of Delegates to defend democracy and ensure that government works for the people, not against them. At a time when many feel threatened by a weaponized federal government, I am ready to stand up and fight on behalf of my neighbors from day one. With the experience to deliver and the energy to do more, I am committed to protecting democratic values, strengthening community trust, and making sure every Marylander has a voice in their government.

John Handley has devoted his career to public service and building stronger communities. For more than a decade, he has worked at the intersection of government, civic leadership, and nonprofit service—always guided by the belief that government should be responsive, compassionate, and effective for the people it serves.

John began his career in the Maryland House of Delegates, where he learned the inner workings of state government and the importance of listening to the voices of constituents. He went on to serve with the Maryland Comptroller’s Office, where he rose to the role of Deputy Chief of Staff for the state’s 1,100-person financial agency. In that role, John helped lead on issues that affected working families across the state, ensuring the government remained accountable and accessible.

With extensive experience helping Democrats win tough elections across the state, John has played a key role in strengthening progressive leadership in Maryland. He served on Attorney General Doug Gansler’s 2014 gubernatorial campaign and later managed Comptroller Peter Franchot’s 2018 re-election effort—one of the most successful statewide campaigns in Maryland history, securing victories in 22 of the state’s 24 jurisdictions.

Today, John serves as Deputy Chief of Staff at Global Refuge, a national faith-based nonprofit that helps unaccompanied children and international refugees find safety, stability, and opportunity in the United States. His work reflects his lifelong commitment to standing with those in need and ensuring that Maryland remains a place where every family can thrive.

A proud graduate of the University of Maryland, College Park, John holds a bachelor’s degree in Government and Politics and a master’s degree in Public Administration. He lives in Howard County with his wife, Keertana, and together they are excited to raise a family rooted in service and community.

Keertana met John the very first day of college at the University of Maryland. She graduated with a dual degree in Marketing and Business Management from the Robert H. Smith School of Business and went on to continue her education at Texas A&M University where she completed her Masters in Marketing with a specialization in Data Analytics. Currently, Keertana works at Erickson Senior Living as a Senior Manager of Market Analysis. Additionally, Keertana is the co-owner of Desi Moves & Vibes, a South Asian inspired dance company that aims to blend South Asian heritage with American culture through dance performances and workshops in both the DMV area and across the nation.
Laura Malkus
Treasurer
Laura Malkus is a Baltimore-based performer and arts-management evangelist who has been working and volunteering for Maryland's arts and education nonprofits for three decades. She is the Marketing Manager for Towson University's College of Fine Arts and Communication and the President of Fells Point Corner Theatre. She is also a Founding Board Member of the Baltimore Small Stage Coalition and an Artistic Company Member at Chesapeake Shakespeare. She graduated from Towson University and holds a graduate certificate in Arts Leadership and Cultural Entrepreneurship from Northeastern University.
